Statute that prohibits court from retroactively modifying child support award prior to date of filing of motion for modification nullified court’s discretion to set aside father’s child support arrearages under its broad statutory power to modify or set aside any order in a paternity action, even though father claimed “set aside” was not modification; statute prohibiting retroactive modification was the more specific and later enacted statute, “set aside” was encompassed in broader classification of modification, and legislature intended to stop practice of “wiping out” arrearages in order to comply with federal programs. Harvey v. Marshall 158 Md.App. 355, 857 A.2d 529 Md.App.,(2004).
